China has been addressing the differences in the financing environment among different enterprises through support in terms of policy and finance, and inclusive finance is an important hand in this.On April 7, 2019, the State Council issued the Guiding Opinions on Promoting the Healthy Development of Small and Medium-sized Enterprises, which is intended to further increase support for small and medium-sized enterprises.The Opinions call for the further implementation of the policy of directional reductions in the inclusive finance, which is intended to perfect the SME financing policies and improve the problems of expensive and difficult financing for SMEs. The Central Bank has implemented a lower reserve requirement ratio for small and medium-sized banks from May 15, 2019, releasing about 280 billion yuan of long-term capital, all of which will be used to issue loans to private and small and micro enterprises, also further implementing the requirements in the Opinions.
